扩张者与身为普通人类的非扩张者在社会中共同生活，也因此使得纷争不曾间断。乾十三则是做着“处理屋”的工作，靠解决这些问题维生。
而十三本人，亦是个头部是巨大手枪的“扩张者”。
有一天，一个全身扩张者的壮汉找上了十三，并委托他保护一位少年。这位少年的名字叫荒吐铁朗，是壮汉从贝鲁联公司手中诱拐来的少年。
